The two times I went to this place, it was nearly too crowded to even get in the door, let alone get a drink, which took about ten minutes. The decor is unique and interesting, but I found the clientele to be a bit of the 'i'm part of the in crowd and am not interested in talking to strangers' group. I'm not sure why I went to the place twice.
Go figure when they're actually open...I tried to ask the bartender several times, and he always eluded the question.
The atmosphere is unique, the drinks are stiff and cheap, and the clientele is always interesting. The place is small and becomes easily crowded, so you'll invariably end up talking to the people around you, if only because you're standing in the middle of their conversation.
Be careful not to upset the bartender...he remembers people and will not let you in again. They get really antsy about pictures and people not returning their glasses before ordering a new drink. If you don't like their rules, they'll be happy to let you go -- there are plenty of people who'll be happy to take up your spot.
